This is a two-session pattern rather than a single candle. The first session closes lower than it opened (a down day). The next session opens at or below that close, and finishes at or above the first session's open — so the second body completely covers the first. This screen also requires the second body to be strictly larger than the first, so a pair of near-identical bodies does not qualify on a rounding difference.
