This combines two conditions: a fresh 20-day high (a Donchian breakout to the upside) AND unusually heavy trading — at least twice the stock's own 30-day average volume on the breakout. The idea is that a new high made on a surge of volume reflects broader participation than a quiet drift to a new high.
